An order providing additional guidelines for the prevention and protocol strategies for COVID-19 response and for other purposes

WHEREAS, the Inter-Agency Task Force (IATF) for the Management of Emerging Infectious Diseases issued guidelines on the pilot implementation of alert levels system for COVID-19 response;

WHEREAS, the Department of Health Center for Health Development (DOH-CHD) Region V has recently placed the Province of Sorsogon under Alert Level 4 COVID-19 Risk Classification Level due to high case and/or increasing counts and with total bed utilization rate and intensive care unit utilization rate at high utilization levels;

WHEREAS, on September 6, 2021, this Office issued Executive Order No. 27 providing for the omnibus guidelines for the prevention, detection, isolation and strategies for Covid-19 response and for other purposes;

WHEREAS, despite these interventions, the Municipality of Juban recorded a surge in the number of confirmed COVID-19 cases;
a more stringent guidelines for the prevention and control strategies to combat COVID-19 in the Municipality of Juban;

NOW THEREFORE, I, HON. ANTONIO H. ALINDOGAN, Municipal Mayor of the Municipality of Juban, Sorsogon, by virtue of the powers vested upon me by law, do hereby issue an order providing additional guidelines for the prevention and control strategies for Covid-19 response and for other purposes;

Sec. 1. Imposition of Curfew Hours.

A. The following persons shall not be allowed outside of their respective residences at any time:
i) persons below eighteen (18) years old,
ii) those who are over sixty-five years (65) of age,
iii) those with immunodeficiencies, comorbidities, or other health risks, and
iv) pregnant women; provided, that they shall be allowed access to obtain essential goods and services, or for work in permitted industries and offices.

B. Curfew for the general public shall be from 7:00 PM to 5:00 AM.
Sec. 2. Imposition of Weekend Lockdown in the Municipality of Juban. All barangays in the Municipality of Juban shall be placed under lockdown on weekends to restrict unnecessary movement of people and to facilitate an efficient and expeditious contact tracing. The following establishments and/or activities characterized as high-risk for transmission shall not be allowed to operate, or be undertaken on weekends:
A. Dispensing, sale, barter or any other mode of distribution and consumption of alcoholic drinks (absolute liquor ban);
B. Indoor visitor or tourist attractions, galleries, and cultural shows and exhibits;
C. Indoor venues for meetings, incentives, conferences, events (MICE) , including indoor religious gatherings;
D. Indoor recreational venues such as internet cafes, billiard halls and similar venues;
E. Operation of lottery and betting shops, and other gaming establishments;
F. Social events such as but not limited to concerts and parties, wedding receptions, engagement parties, wedding anniversaries, debut and birthday parties, family reunions, and bridal or baby showers, parades, processions, motorcades, and gatherings at residences with any person outside of one’s immediate household;
G. Indoor sports courts or venues, fitness studios, gyms, spas or other indoor leisure centers or facilities, and swimming pools;
H. Personal care services, which include make-up salons, reflexology, aesthetics, wellness, and holistic centers, and other similar establishment; and
I. Specialized markets including weekend “saud”.
Sec. 3. Authorized Persons Outside of Residence (APORs) During the Weekend Lockdown.
A. Persons travelling to access essential goods and services and for medical or humanitarian reasons including those leaving their residence to be vaccinated (with proof of schedule);
B. Employees/workers of public and private hospitals, health emergencies and frontline services including those working in hospitals, dialysis centers, chemotherapy centers, HMOs/health insurance providers, as well as disaster-risk reduction management officers, public safety officers and uniformed personnel;
C. Employees/workers in industries involved in agriculture, forestry, fishery and such other component of the food value chain and their workers including farmers and fisherfolks;
D. Employees/workers of logistic service providers;
E. Employees/workers in essential priority construction projects whether public or private;
F. Employees/workers in essential retail trade and service establishments such as public markets, grocery stores, convenient stores, pharmacies/drug stores, hardware, office supplies, bicycled shops, laundry shops and water refilling stations;
G. Employees/workers in food preparation establishments;
H. Public transport providers and public utility operators and their workers;
I. Employees/workers in money transfer services;
J. Employees/workers in energy sector establishments;
K. Employees/workers in telecommunication companies, internet service providers, cable/television providers;
L. Employees/workers involved in the repair and maintenance and repair of machinery and equipment;
M. Employees/workers involved in the repair and maintenance of motorized and non motorized vehicles including the sale of spare parts;
N. Employees/workers in agencies and instrumentalities of the government required to work on-site; and
O. Persons going to and from the airport including Overseas Filipino Workers carrying Overseas Employment Certificates.
Sec. 4. Mass gatherings, Sports, Fiestas, Meetings and other Services during Weekdays. Except for those located in areas under granular lockdowns, the following establishments, or activities, shall be allowed to operate, or be undertaken during weekdays at a maximum of 30% on-site or venue/seating capacity; Provided, that the minimum public health standards and precautions such as the wearing of face masks, and the maintenance of social distancing protocols are observed:

A. Meetings, incentives, conference and exibitions (MICE) events;
B. Celebrations and gathering during fiestas, birthday, anniversary and others shall be limited only to members of the household, entering of non-residence of the Purok, Sitio or Barangay to celebrate fiesta shall be prohibited, except the priest who will conduct the holy mass and his companion;
C. Religious gatherings;
D. Venue capacity of dine-in restaurants, resorts, cafes, personal care services shall observe a maximum of thirty percent (30%) of capacity;
E. Gatherings for necrological services, wakes, internment, funerals for those who died of causes other than COVID-19 shall be allowed, provided that the same shall be limited to three (3) days and to immediate family members, upon satisfactory proof of their relationship with the deceased and with full compliance with the prescribed minimum public health standards for the duration of the activity;

Sec.5. Prohibited Activities. The following establishments and/or activities characterized as high-risk for transmission shall not be allowed to operate, or be undertaken at any time:

A. Face to face or in-person classes, examinations, and other education-related activities at all levels;
B. Contact sports such as but not limited to basketball and volleyball and
C. Videoke in both private and public places.
Sec. 6. Modified Liquor Ban During Weekdays. Dispensing, sale, barter or any other mode of distribution of alcoholic drinks are allowed; however consumption of any kind of alcoholic drinks shall be limited to home settings only.
Sec. 7. Enforcement. The Public Safety Unit, the Barangay Officials, MDRRMO, PNP, BFP and the Incident Management Team shall be responsible for the strict implementation of this Order.
Sec. 8. Violation. Any person violating any of these provisions shall be meted with the penalties imposed by the IATF and other issuances.
Sec. 9. Incorporation Clause. All laws, legal orders, rules and regulations that have been issued and/or will be issued by the duly constituted authorities are hereby incorporated herein and made an integral part thereof. In case of conflict, such laws, legal orders, rules and regulations shall have precedence over the provisions of this Executive Order.
Sec. 10. Repealing Clause. Any Administrative or Executive Order previously issued that are inconsistent with the provisions of this Executive Order shall be considered repealed, amended or modified accordingly and shall be invalid within the Municipality of Juban.
Sec. 11. Effectivity. This Executive Order shall take effect on 4 October 2021.
